Medicaid Work Incentive Network (M-WIN)
Our Mission
The mission of the Medicaid Work Incentive Network (M-WIN) is to remove barriers to employment for persons with disabilities by creating health systems change through the Medicaid program.
M-WIN Objectives
The M-WIN project will work in full partnership with state agencies, local service providers, community organizations and persons with disabilities. Through this collaborative effort, M-WIN wishes to accomplish these objectives:
- Research barriers to employment and adequacy of current services and supports in maintaining employment
- Create opportunities for Medicaid's personal care services to be provided outside the home to enable individuals with disabilities to be competitively employed
- Prevent loss of health care benefits due to employment
- Initiate a Medicaid Buy-In Option in West Virginia
- Provide training to case managers regarding the availability of work incentive programs and services that support the employment of persons with disabilities
- Provide community outreach and education to those who need work incentive information
- Increase the involvement of consumers in choosing and directing their personal attendant services and supports
These objectives will require changes that necessitate an extensive legislative and educational campaign. Your support can help us advocate for these changes.

M-WIN is funded by the United States Department of Health and Human Services, Centers for Medicare and Medicaid Services. The lead agency is the West Virginia Division of Rehabilitation Services, in collaboration with the Bureau for Medical Services. This program is managed by the Center for Excellence in Disabilities.
